Одне з важливих питань було – законопроект про паралельний імпорт.
Представники громадських організацій категорично висловились за недопустимість такого законопроекту. Таку думку мали й народні депутати, члени комітету.
Паралельний імпорт з точки зору ВООЗ – це один з методів стратегії стримання видатків на ліки для країн з низьким рівнем доходів. Цей метод в інтересах споживачів, але проти інтересів бізнасу. Проте, так як це виписано у законопроекті – такі підходи в Україні застосовувати категорично небезпечно!!
Можливо цей законопроект слід розширити і включити й інші питання стратегії (політики) по збільшенню доступності та скороченню видатків на ліки – і більш дієві. Наприклад: посилення цінової конкуренції, контроль за призначеннями, сприяння раціональному застосуванню, обмеження видатків на маркетинг і рекламу тощо…

On December 4, 2019, representatives of the Ukrainian Hemophilia Association participated in the meeting of the Verkhovna Rada of Ukraine Committee on Health, Nursing and Health Insurance.
One of the important issues was the bill on parallel imports.
Representatives of non-governmental organizations strongly supported the inadmissibility of such a draft law. This was the opinion of the MPs and members of the committee.
Parallel imports from the WHO perspective is one of the methods of a strategy to curb drug spending for low-income countries. This method is in the interests of consumers, but against the interests of business. However, as it is written in the bill, such approaches in Ukraine are absolutely dangerous !!
This bill may need to be expanded to include other issues of strategy (policy) to increase accessibility and reduce drug spending – and more effective. For example: increasing price competition, controlling appointments, promoting rational application, limiting marketing and advertising costs, etc…
